Job Scope

Leads and negotiates in drafting, developing, customization and consolidation of Agreements,  also responsible in formulating and management of standardized Agreement templates within VI for ease of administration whilst optimising operational excellence.

Evaluates, engages and coordinates in developing VI regulations. Evaluate, analyze and assist in preparation of submissions to HE P&CEO / VI  for management approvals, proposals, policies, plan, decisions or an equivalent assignment which will be given effect through Agreements.

Job Accountabilities

  1. Lead Agreement finalization:- Lead responsibility in the preparation, drafting, revising, review and amendment of Agreements and in relation thereto conducting necessary co-ordination exercise to receive comments, inputs, feedback including any technical, operational, financial, Health, Safety, Environment, Fire, emergency and Risk requirements, from Industrial Cities stakeholders. Respond, analyse and address contracting parties rejections, counter proposals, from VI Directorate standpoint of  administrative ability and reasonableness without compromising  positive economic and operational advantages in favour of QatarEnergy. Regular coordination and communication with Corporate Legal, QP Finance and from other directorates such as VS, VB and VC as necessary in ensuring that Industrial Cities policies and business interest are maintained in the execution of the said Agreements by the contracting party. In performance thereto, formulate monthly report on task assigned and ensure proper close out of Agreements after expiry and termination with coordination with other Industrial Cities stakeholders
  2. Land Leases And Facility Agreements: Manage the development, renewal and close out of Land Lease and Services Agreements (Standard Agreements) for the Industrial Cities. Evaluate and analyse the Standard Agreements request cum review on various types of services provided by Industrial Cities Asset Owners are commercially rewarding, legally tenable. Be a responsible intermediary in the interlink of the service requests made by Industrial Cities business and operational needs i.e. Technical, Regulatory, HSE and tariffs etc and thereafter issuance and execution of the respective standard agreements with the contracting party.
  3. Agreement Alignment: Manage, review and analyze all issuance of Industrial Cities Agreement for inclusion of proper standard provisions and ensure legality as to form, accepted technical, operational, financial, applicable regulations and policy requirements, HSE specifications, and make periodic changes on agreements templates premised thereon and in compliance with legally satisfactory parameters. Formulate policy recommendations to Industrial Cities Leadership team on agreement related matters.
  4. Agreement Formatting: Analyzes and review of stakeholder instructions, proposals, plans, and other data to determine the legal applicability of the proposed plan, special terms and conditions and changing circumstances of Industrial Cities business and policies and determine the structure of the Agreement vide negotiation, coordination and resolutions to be incorporated  into these agreements within the mandate of  Industrial Cities.
  5. Focal Point for Legal Matters: Consolidate and develop a comprehensive formulation for proper accurate and timely legal advise and legal interpretation as being sought by Industrial Cities stakeholders with the available information, data, report and other evidence (if any) and in relation thereto coordinate and obtain legal advise & legal response either in Agreements or other legal associated matters affecting and in relation to Industrial Cities business administration. In relation thereto provide continuous update to the Management.
  6. Legal Guidance: Provide legal guidance to the Industrial Cities team with respect to business strategies and commercial agreements to ensure adequate legal protection to safeguard company’s interests.
  7. Regulatory: - Provide review, comments and assistance in formulation and development of various types of regulations and in establishing related administrative procedures and guidelines required for Industrial Cities business and services.
  8. Non-performance/Defaults and Litigation: Review, address and provide legal assistance in addressing violations, infringements and / or claims from external parties (End Users, private companies, investors and tenants etc.) on executed agreements and coordinate default and litigation process with respect to defaults & breach of the obligations in the agreements pertaining to the Industrial Cities. Explore and assess against identified risks and liabilities and inform all legal alternatives for resolving disputes, including options to protect the Industrial Cities interests and avoid any possible litigation process.
  9. Business Support: Provide expert opinion & assistance to Industrial Cities stakeholder with regards to the administration of Agreements in particular agreement administration, issuance of default notices and non conformity notice, reminder letters, termination letter, demand letters, legal notices etc and if required on instruction received, assist in preparation of technical, legal and administrative circulars to be issued by Industrial cities.
  10. Manage and administer Agreements: Facilitate preparation of monthly report on task assigned and ensure proper close out of Agreements (after expiry and termination) and assigned legal task with coordination of other stakeholders.

Minimum Requirements

  • Internationally recognized university degree bachelor’s degree in law or other related fields and preferably complimented with master’s in business administration or equivalent post graduate qualification.
  • Minimum of 10 years’ experience of which 5 years in general legal practice preferably in the Oil and Gas sector.
  • Strong experience in legal drafting, negotiations of various agreements to Oil and Gas, Petrochemicals, hydrocarbon-based industries, project, port, infrastructure, process industries heavy engineering and communication
  • Strategic thinking/planning, goal setting, performance assessment, collaboration and complex decision-making skills.
  • Excellent written and oral English. Written and spoken Arabic will be an advantage.
  • Professional in dealing with senior and executive staff from wide range of organizations.
  • Strong negotiation skills and a professional legal analytical ability teamed with effective communication skills at all levels.
  • Multi-tasking ability in handling various range of projects documents/ agreements simultaneously.
  • Strong analytical, conceptual, and critical thinking skills. They must be confident and offer pragmatic and logical judgment. They must be able to work with different people of multiple backgrounds and must be able to mediate individuals as well organize projects. They must work well under pressure and handle deadlines.
  • Strong motivation, presentation, interpersonal, leadership and organizational skills.
  • Strong appreciation of legal concepts and issues with respect to business agreements.
  • Strong working knowledge of MS Office.
