Job Purpose / Summary

With a vision to be the premier LNG exporter in North America, our client is adding natural gas liquefaction and export capabilities to the existing LNG terminal.  They are seeking the expertise of an experienced Environmental Professional with an expertise in Air to work within the Environmental Department, SSH&E division in Beaumont, Texas. The Environmental Air Advisor will be responsible for supporting the the Company / Import Terminal Facilities, Liquid Natural Gas (LNG) Stabilization & Liquefaction Trains, and Pipeline Facilities. This person will be responsible for reducing and controlling Terminal & PL environmental air impacts. This is a highly technical role that requires someone with substantial regulatory reporting experience.

Essential Duties / Functions to include, but not limited to:

  1. Responsible for daily compliance assurance with multiple conditions of TCEQ PSD NSR and PSD GHG Air Permits, and Federal Title V Operating Permits
  2. Responsible for initial compliance test on all equipment required by permit (GT’s, Aux. Boiler, TO’s)
  3. Responsible for meeting and planning with vendors regarding the initial compliance tests, must be prepared for TCEQ at least 45 days prior to first initial Compliance test
  4. Post initial compliance test, responsible for reporting and preparation and submission to agencies
  5. Hourly monitoring of Data Acquisition Handling System (DAHS) from various process equipment linked to Continuous  Emissions Monitoring Systems (CEMS)
  6. Document reasoning for any permit level emission exceedance
  7. Title V daily field checks of process, pollutant emitting equipment and controls for permit compliance
  8. Daily creation of Title V deviation reports as required by permits
  9. Immediate reporting to Environmental Supervisor of any air permit exceedance, need for deviation report or violation
  10. Daily review of PI data historian with reports capturing process equipment operating status specifically required by air permits
  11. Ensure daily back up of all CEMS data as required by permits
  12. CEMS logbook daily compliance assurance
  13. Daily LDAR field monitoring compliance assurance to capture approximately 60K + facility valves/connections quarterly as required by permits
  14. Give prompt notification to Maintenance team of needed repairs, reports of leaks, and reporting to agencies
  15. Ensure all piping, valves, connectors, pumps, agitators, and compressors are labeled with a unique ID tag for LDAR air permit compliance purposes
  16. Ensure any “exempted” components are identified and listed as per air permit requirements
  17. Daily flare Opacity observation
  18. Responsible for documenting specifics of permitted equipment Maintenance, Start-up, and Shutdown (MSS) including duration, pollutant volume, and reason for the event
  19. Weekly compliance assurance of backup fire and water pump run-time hours log and proper documentation
  20. Monthly compliance assurance of 8 engine run-time hours log and proper documentation
  21. Must submit monthly metrics to Environmental Supervisor with air permit limit exceedances, deviations reports, and any violations
  22. Semi-Annual TCEQ Excess Emission & CEMS Operability Report completion and reporting
  23. Coordination of TCEQ quarterly Relative Accuracy Test Audits (RATA) on all process equipment with CEMS, including report oversight and submission to agency
  24. Coordination of quarterly CEMS Cylinder Gas Audits, including proper audit documentation
  25. Semi-Annual Title V Report preparation and reporting
  26. TCEQ Annual Emission Inventory creation and reporting
  27. Knowledge of mandatory Greenhouse Gas (GHG) Reporting
  28. GHG Annual Report creation which requires calculations with Eng. Dept. assistance and potential use of PI data historian
  29. On-Call duties
  30. Identified of TCEQ Permit By Rule (PBR) and/or LDEQ equivalent regulations permit
  31. SAP Environmental work orders
  32. Environmental reviews of Management of Change (MOC)
Minimum Requirements

Minimum education required of the position.

  • Associate’s Degree or Technical Degree in related field (Environmental Science or Engineering)  or equivalent work experience

Minimum experience required of the position.

  • 5+ years of experience in an environmental role of similar responsibility with chemical, or oil and gas industry preferred.
  • New operations design, start-up, and / or turnaround experience is a plus

Minimum knowledge, skills and abilities required of the position.
